Human Capital Resources and Concepts, Inc. (HCRC) is seeking an experienced HR Solutions Analyst to provide human capital, workforce planning, program management, and analytical support for a federal government program.

The HR Solutions Analyst will support the implementation, improvement, and sustainment of strategic human capital and workforce initiatives. This position will collaborate with program leadership, HR professionals, functional stakeholders, and other team members to assess existing programs, identify opportunities for improvement, analyze workforce information, develop recommendations, and support implementation of human capital solutions.

The ideal candidate will possess experience in federal human resources, workforce planning, talent management, organizational development, or related human capital programs and demonstrate the ability to manage multiple priorities in a fast-paced, mission-focused environment.

Key Responsibilities

  • Support strategic human capital, workforce planning, and workforce development initiatives.
  • Assist with workforce analysis, workforce trends, competency assessments, and identification of workforce and skill gaps.
  • Support development and implementation of strategies designed to address workforce and competency gaps.
  • Conduct research, gather requirements, interview stakeholders, and document current-state processes and program requirements.
  • Develop recommendations, implementation tools, templates, checklists, forms, reports, briefing materials, and other program documentation.
  • Assist with developing and maintaining Plans of Action and Milestones (POAMs), processes, procedures, guidebooks, and implementation documentation.
  • Support project schedules, milestones, deliverables, action items, and stakeholder coordination.
  • Collect, organize, analyze, and report human capital data, metrics, trends, and program performance information.
  • Assist with recurring and ad hoc human capital reporting and analysis.
  • Develop presentations, reports, executive summaries, recommendations, and briefing materials.
  • Coordinate meetings, working groups, stakeholder interviews, training sessions, and other program activities.
  • Track action items and support timely completion of assigned projects and deliverables.
  • Evaluate HR programs and processes and recommend opportunities for improvement.
  • Provide analytical, administrative, and program management support across assigned human capital initiatives.

Workforce Planning & Analysis

The HR Solutions Analyst may support activities such as:

  • Conducting current and future workforce analyses.
  • Identifying workforce trends, risks, and opportunities.
  • Conducting competency assessments and gap analyses.
  • Developing strategies to address workforce and competency gaps.
  • Supporting workforce forecasting and succession planning.
  • Analyzing workforce demographics and organizational trends.
  • Supporting training needs assessments.
  • Developing workforce metrics and performance measures.
  • Analyzing hiring, onboarding, retention, leadership development, and talent management data.
  • Developing recommendations based on quantitative and qualitative workforce information.

Program & Process Improvement

The HR Solutions Analyst will support the assessment and continuous improvement of human capital programs and processes. Responsibilities may include developing:

Required Qualifications

  • Bachelor's degree in Human Resources, Business Administration, Organizational Development, Industrial/Organizational Psychology, Public Administration, Management, or a related field.
  • Experience supporting human resources, human capital management, workforce planning, organizational development, talent management, program management, or related initiatives.
  • Knowledge of human capital programs and the HR lifecycle.
  • Experience collecting, organizing, analyzing, and presenting workforce or program information.
  • Ability to develop professional reports, presentations, process documentation, and recommendations.
  • Strong research, analytical, organizational, and problem-solving skills.
  • Strong written and verbal communication skills.
  • Ability to coordinate with multiple stakeholders and manage competing priorities and deadlines.
  • Proficiency with Microsoft Office applications, including Word, Excel, PowerPoint, and Outlook.
  • Ability to work independently and collaboratively within a multidisciplinary team.
  • U.S. Citizenship required.
  • Active DoD Secret security clearance required.

Preferred Qualifications

  • Experience supporting the Department of Defense (DoD) or another Federal Government organization.
  • Experience with federal strategic human capital or workforce planning.
  • Experience conducting workforce competency assessments or gap analyses.
  • Experience supporting succession planning, talent development, employee engagement, training needs assessments, or workforce analytics.
  • Experience developing HR metrics, dashboards, reports, and executive-level presentations.
  • Familiarity with federal or DoD Functional Community workforce management.
  • Experience facilitating stakeholder meetings, interviews, working groups, or training sessions.
  • Experience developing or improving HR processes, procedures, guidebooks, templates, and implementation tools.
  • Experience supporting multiple human capital projects simultaneously.
